Rent indexation in Belgium in 2025 (archive)
Recap of indexations of residential rents in 2025: evolution of the health index, average increase, regional rules in force. This page serves as a reference to retroactively verify a 2025 indexation.
2025 health indexes — monthly evolution
12 indexes published in 2025. From 135.52 in January to 136.69 in December — annual increase 0.86 %.
2025 context — exiting inflation
After two intense inflation years (2022: +9 %, 2023: +4 %), 2024 and 2025 marked a clear return to normal. The health index progressed regularly but moderately, without any particular shock.
Consequence for landlords: 2025 indexations remained limited in absolute value. Example: for a rent of 800 €, lease signed and entered into force on 1 June 2024, the indexation on 1 June 2025 gives 818.99 € (+18.99 €/month) with the ordinary formula, before any EPC correction factor.
Regional rules in force in 2025
Wallonia
The Walloon capping window had ended on 31 October 2023, but the special method of the decree of 19 October 2022 (still in force) still applied in 2025 to leases with EPC D-G or no certificate that were capped during the window (indexation computed from the adapted rent). Other leases followed the ordinary formula.
Brussels
In 2025 the correction-factor regime (ordinance of 13 October 2023, applicable since 14/10/2023) still applied to leases that entered into force before 14 October 2022: EPC A to D at 100 %; EPC E, F and G: full indexed rent multiplied by a correction factor (E ≈ 0.945 to 0.990; F-G ≈ 0.891 to 0.980). Leases that entered into force from 14/10/2022 were indexed at 100 %, all classes. Conditions in every case: a registered lease and an EPC certificate provided to the tenant.
Flanders
The Flemish correction factors were fully active (decree of 3 October 2022, art. 4, applicable since 1 October 2023). For contracts that entered into force before 1 October 2022, the full indexed rent was multiplied by a factor: EPC D ≈ 0.945 to 0.980; EPC E, F or no EPC ≈ 0.891 to 0.960. EPC A+ to C and more recent contracts: 100 %. Label G does not exist in Flanders and no EPC is required to index.
Verifying a 2025 indexation retroactively
Our calculator automatically applies the actual indexes and, where relevant, the correction factor or the Walloon adapted-rent method. To verify a 2025 indexation:
- Go to the calculator
- Enter the signature date, the date of entry into force and the year 2025
- Select the region and the EPC
- The result shows the ordinary formula and then, where applicable, the correction factor that applied in 2025
Legal limit: the retroactivity of an indexation is limited to 3 months. If you discover today that a 2025 indexation was forgotten, you can no longer claim it for the period prior to the last 3 months.

Frequently asked questions — 2025
What was the average indexation in 2025? + −
Annual health inflation 2025 settled around 2.8 %, a sharp drop compared to the 2022-2023 peak. Example with the ordinary formula: a rent of 800 €, lease signed and entered into force on 1 June 2024, indexed on 1 June 2025 (May 2024 index: 131.42; May 2025: 134.54), rises to 818.99 €, i.e. +18.99 €/month.
My lease was indexed in 2025, how do I check retroactively? + −
Our calculator automatically applies the actual indexes and, where relevant, the EPC correction factor or the Walloon adapted-rent method. Enter the lease dates, the year 2025 and the region — the result applies the regime that was in force in 2025.
Did the EPC matter in 2025? + −
Yes, in all three regions, but only for the oldest leases. In Brussels: correction factor (EPC E, F or G) for leases that entered into force before 14/10/2022. In Wallonia: capping window from 1/11/2022 to 31/10/2023, then the special adapted-rent method for capped leases with EPC D-G or no certificate (decree of 19/10/2022, still in force). In Flanders: correction factor (EPC D, E, F or no EPC) for contracts that entered into force before 1/10/2022 (decree of 3 October 2022, art. 4, applicable since 1/10/2023).
